I may indeed have been using the small image at the time. I can confirm that espeakup does work in the full version. I wasn't aware that you have to use the full version to get espeakup. I think that's a little confusing but it's probably acceptable.

which ISO did you use exactly? The GRML_FULL ISOs explicitly request installing espeakup, so I'd be very surprised if its missing.
Maybe the espeakup package changed how it works though.
