Im Rahmenprogramm der Ausstellung „Hate Speech. Aggression und Intimität" freuen wir uns Mag. iur. Gregor Fischer und Mag. iur. Daniela Grabovac am 04.04.2019 im Künstlerhaus, Halle für Kunst & Medien zu einem Vortrag begrüßen zu dürfen. 

Am Samstag den 06.04.2019 laden wir zudem zur dritten Ausgabe des „Convo Club“ über Wut und Aggression als genreübergreifendes musikalisches Phänomen mit der Medientheoretikerin Kristina Pia Hofer und der Musikologin Christina Lessiak. Gleich im Anschluss bringt Anna Threat in einem Konzert ihre gewaltige One-Woman-Show auf die Bühne.

Hassbotschaften im Internet sind mittlerweile alltäglich. Aufgrund einer vermeintlichen Anonymität werden niederträchtige Kommentare im Netz verbreitet. In vielen Fällen fehlen die rechtlichen Rahmenbedingungen, um verbale Übergriffe strafrechtlich zu verfolgen.

Seit fast zwei Jahren betreut die Antidiskriminierungsstelle Steiermark die App „BanHate“, mit der Hasskommentare im Internet gemeldet werden können. Im KM– wird die Leiterin der Antidiskriminierungsstelle, Daniela Grabovac, die App vorstellen und aus ihrer beruflichen Praxis berichten. Gregor Fischer vom Institut für Menschenrechte an der Universität Graz stellt das Projektdesign des im Februar 2019 gestarteten Forschungsprojekts „NoHate at WebStyria", einem Kooperationsprojekt des UNI-ETC, der Antidiskriminierungsstelle Steiermark und des Instituts Journalismus und Public Relations der FH JOANNEUM vor. Fischer wird die menschenrechtliche Situation anhand des Artikels 10 der Europäischen Menschenrechtskonvention illustrieren und einige Fälle beschreiben, in welchen der Europäische Gerichtshof für Menschenrechte das Recht auf freie Meinungsäußerung (teilweise on-, teilweise offline) auszulegen hatte. Eine öffentliche Diskussion zum Themenkreis Hass und Öffentlichkeit in Netz und Recht schließt sich dem an.

Mag. iur. Gregor Fischer (*1991 Villach, lebt in Graz) ist Projektassistent am Europäischen Trainings- und Forschungszentrum für Menschenrechte und Demokratie der Universität Graz (UNI-ETC). Er forscht zu Menschenrechten und Sport (Publikation: FIFA and Human Rights: From Harsh Tackles to Fair Play?, NWV, Wien, 2017), Minderheitenrechten und freier Meinungsäußerung im Internet (Projekt: NoHate at WebStyria - https://nohate-webstyria.uni-graz.at/). Gemeinsam mit ao. Univ.-Prof. Mag. Dr. Gerd Oberleitner leitet er die Human Rights Moot Court Lehrveranstaltungen der Universität Graz, die Studierenden die Europäische Menschenrechtskonvention (EMRK) praxisnah näherbringen.

Mag. iur. Daniela Grabovac (*1978 Spittal/Drau, lebt in Graz) ist Leiterin der Antidiskriminierungsstelle Steiermark, Expertin für Hassbotschaften im Internet und Mitbegründerin der NGO „Helping Hands“ in Graz. Für ihre Anti-Rassismus-Hotline erhielt sie 2007 den Human Rights Award der Stadt Graz. Von 2007 bis 2012 war sie zudem Mitglied des Ausschusses für Menschenrechte des Österreichischen Innenministeriums.

Hate postings on the Internet have become a common phenomenon by now. Due to an alleged anonymity, hateful comments are being spread on the net. In many cases the legal parameters are missing, which would be needed to prosecute verbal abuses.

For almost two years, the Anti-Discrimination Office of the province of Styria has been in charge of the app "BanHate", where hate messages can be reported. At KM–, the head of the Anti-Discrimination Office, Daniela Grabovac, will introduce the app and talk from her professional experience. Gregor Fischer from the Institute of Human Rights at the University of Graz will present the project design of the research project “NoHate at WebStyria” which started in February 2019 and is a cooperation between the UNI-ETC, the Anti-Discrimination Office Styria and the Institute of Journalism and Public Relations at the FH Joanneum. Fischer will describe the human rights situation by reference to article 10 of the European Convention of Human Rights and describe a few cases, in which the European Court of Human Rights had to interpret the right of free speech (partly online, party offline). Afterwards, there will be an open discussion on the themes of hate and publicity on the Internet and in law.

Mag. iur. Gregor Fischer, (*1991 Villach, lives in Graz) is project assistant at the European Training and Research Center for Human Rights and Democracy at the University of Graz (UNI-ETC). He conducts his research on human rights and sports (publication: FIFA and Human Rights: From Harsh Tackles to Fair Play?, NWV, Vienna, 2017), minority rights and free speech on the Internet (project: NoHate at WebStyria – https://nohate-webstyria.uni-graz.at). Together with Ao. Univ.-Prof. Mag. Dr. Gerd Oberleitner he leads the Human Rights Moot Court course at the University of Graz, which teaches students the European Convention of Human Rights (EMRK) in a practical approach.

Mag. iur. Daniela Grabovac (*1978 Spittal/Drau, lives in Graz) is the head of the Anti-Discrimination Office of the province of Styria and co-founder of the NGO "Helping Hands" in Graz. For her anti-racism-hotline, she received the Human Rights Award of the city of Graz in 2007. From 2007 to 2012 she was also a member of the committee for human rights of the Austrian interior ministry.
