  debian: Generate the .pgp keyring as binary OpenPGP keyring

The expectation is that a .pgp (or previously .gpg) named keyring
contains binary OpenPGP data, not ASCII Armor data.

Fix the SOP invocation to actually perform a dearmor, instead of an
armor.
