  GHA CI: add disabled arm64 matrix variant for build-iso job

Add arm64 architecture to the build-iso matrix, excluding bookworm and
GHACI_CLOUD variants.
The arm64 build job however stays disabled, as GitHub does not seem to
have nearly enough runners to satisfy demand on a Sunday.
