  test-build.yml: add arm64 matrix variant for build-iso job

Add arm64 architecture to the build-iso matrix, excluding bookworm and
GHACI_CLOUD variants as requested. arm64 jobs run on dedicated arm64
runners and include architecture in job names and artifact names.
