  run-welcome: fix daily build version check

The daily builds no longer have the string "grml-live-autobuild" in their
version file.

  run-welcome: use script-functions instead of sh-lib

Looks like script-functions is what newer/smaller tools use. Also reduce reading /proc/cmdline one time.
