Man fragt sich ja immer: Wo ist der Datenmissbrauch? Es muss nicht immer
der Totalitarismus oder eine kriminelle Zelle im Geheimdienst sein (1).
Das geht schon kleiner.

Die Chicagoer Polizei fuehrt seit 7/2013 eine sog. "heat list". Alle
moeglichen soziodemografischen Daten werden in einen Topf geworfen und
von Algorithmen umgeruehrt. Heraus kommt eine Liste potentieller
Straftaeter und Opfer. Die werden dann vorsorglich gewarnt und ...
ueberwacht. Einer der "Straftaeter" wurde von der Polizeikommandantin
hoechstselbst verwarnt. Er hatte bisher lediglich gekifft und Wuerfel
gespielt. Und hatte einen kriminellen Freund.

Obama hatte bei seiner Wiederwahl 2012 ein paar unbekannte Helfer: Big
Data Analysten
"(...)'We could [predict] people who were going to give online. We could
model people who were going to give through mail. We could model
volunteers,' said one of the senior advisers about the predictive
profiles built by the data. 'In the end, modeling became something way
bigger for us in ’12 than in ’08 because it made our time more
efficient.'(...)"
"(...)In the final weeks of the campaign, people who had downloaded an
app were sent messages with pictures of their friends in swing states.
They were told to click a button to automatically urge those targeted
voters to take certain actions, such as registering to vote, voting
early or getting to the polls. The campaign found that roughly 1 in 5
people contacted by a Facebook pal acted on the request, in large part
because the message came from someone they knew.(...)" (3).
2016 soll es mehr werden:
"[We’ll see] micro-targeting of individuals and narrow subgroups of the
population, tailored messages over social media platforms, instant
feedback loops to the campaign about what works and what doesn’t to move
voters, and data collected from the private sector to build predictive
models of what works best for fundraising, activating the base of
supporters and the get-out-the-vote activities" (4).

Wenn das weiter ausgebaut wird, ist das fuer mich gezielte Manipulation
mit einem aehnlichen Ergebnis wie Zensur: Man schneidet die Leute nicht
von Nachrichten ab, die sie im Regierungsinteresse nicht bekommen
sollen. Sondern man manipuliert sie ueber gezielte Politik-Werbung und
uebertuencht so die Missstaende. Was Google drauf hat, kann die SPOe
schon lange ... :-)
Mal platt gesagt: Mit einem gut ausgebauten Manipulationssystem ueber
Social Media koennten auch Weissrussland und Nordkorea "freie" Wahlen
abhalten und muessen noch nicht mal die Ergebnisse faelschen.
