Did you restart speechd?
I'm not sure which commands should I type to do that. I echoed the following ones, but speech did not come back:
sudo killall speech-dispatcher sudo speech-dispatcher sudo speechd-up
Try running as root:
killall speechd-up nice -n -20 speechd-up
