It's still there. I think when you turn off "Click to raise" then you can enable auto-raise.
Tried that, no work -- turning off "Click to raise" will not raise the window even after mouse click -- even worse. :-)
I've confirmed that this is not my configuration issue. I found that the grml 0.7 Live-CD's fluxbox lacks the auto raising window capability as well.
The good news is that the problem is fixed in grml_0.8. Confirmed with grml_0.8-rc1.
