Es handelt sich um einen breiten Prozess der Selbstorganisierung, aus dem heraus sich eine progressive Verfassung, ein Arbeitsrecht, neue Bildungsmöglichkeiten und eine Vielzahl weiterer Reformen für die verarmte Bevölkerungsmehrheit des potentiell reichen Staates entwickelten. Die sich offen gegen den Neoliberalismus wendende Politik der Regierung erfährt allerdings von den Großunternehmern Venezuelas wie von den USA eine vehemente Ablehnung, die sich in zwei Putschversuchen und Boykotten ausdrückt. Trotzdem genießen Chávez und seine Regierung das Vertrauen der Mehrheit der Bevölkerung.
